Selection procedure
What is this?
At the end of the fourth cycle of compulsory school the pupil selection procedure takes place. This procedure governs selection and admission to post-primary education.
In October the class teacher organises a meeting to brief parents on the selection procedure. It is during this meeting that parents can request the involvement of a psychologist from CPOS (School Selection and Psychology Centre). During the year parents are informed of the progress of their child.
In March standardised testing takes place (tests with the same performance and correction criteria, identical for all pupils in the country with respect to content and submission date, corrected according to standard correction grids).
From mid-May to early June the selection committee meets to prepare selection recommendations to be sent to parents by post towards the end of the school year.
The selection committee, made up of the inspector, the permanent class teacher, a teacher from a traditional secondary school and teacher from a technical college, is responsible for drawing up the selection recommendation. A psychologist may be consulted by the board if the parents have so requested. To draw up the recommendation the members of the committee take into consideration the grades in school reports, the results in the mathematics, German and French tests, the recommendation from the teacher concerning the pupil’s learning behaviour and the parents’ opinion.
If the parents do not agree with the selection recommendation they have two appeal options:
- If the child has been selected technical secondary education (7ST) and the parents wish the child to attend a general secondary education school (7ES), he or she can sit an “admission examination”. Towards the end of June, an admission application, along with a copy of the selection recommendation certified as authentic by the teacher, should be sent to the regional secondary school indicated on the enrolment form (available from teacher). Different schools organise appeal examinations and the details are sent to parents. The examination consists of written tests covering the curriculum of the 4th cycle of compulsory education. It is organised at the regional level but the tests are the same for all pupils at the national level.
- If the child is selected for a modular 7th level (7MO) and the parents wish him or her to be admitted to 7ST they can bring an appeal towards the end of June before the technical secondary education appeals committee of the National Education and Vocational Training Ministry. The appeals application must include the following documents: the appeal application form (available from the teacher); a copy of the selection recommendation, certified as authentic by the teacher; a copy of the reports from the first and second term certified as authentic by the teacher.
Before enrolling the child in a traditional or secondary school it is necessary to wait for the results of the admission examination or the decision of the appeals committee. These are sent to parents before the end of the enrolment period so they have the time required to enrol the child in the chosen school.
Enrolment
Pupils must be enrolled as a priority in a school located close to their commune of residence.
Enrolment takes place from mid-June to early July. An application must be submitted to the secretary’s office of the school of choice with the following documents:
- The selection recommendation
- The duly completed enrolment form (to be collected from current teacher)
- An extract from the population registers (commune authorities in place of residence)
- A copy of the reports from the first and second term certified as authentic by the current teacher
- Confirmation of enrolment is sent during July. Parents are also informed of the school start date and sent the list of books to be purchased. If there are not enough places in the chosen school, the pupil may be sent to another.
